The PSC reports directly to the SAS Associate Dean for Social Sciences R. DeRubeis hence to SAS Dean R. Bushnell; the PSC has excellent relations with SAS, Smith (PSC Director) and Preston (past PSC Director) having been the decanal predecessors of DeRubeis and Bushnell, respectively. Penn is organized according to Responsibility Center Management (RCM), which vests the Schools (SAS, Wharton, Medicine, etc.) with financial responsibility for constituent departments and centers. All centers are within Schools, although centers are encouraged to operate across School boundaries. All faculty appointments are within Schools, specifically, departments or divisions (at least within the larger Schools). There are no faculty “lines” at Penn and all faculty job creation occurs within Schools.
